Is your congressional representative among the ‘con-asses’, who voted for House Resolution 1109 calling for the convening of a Constituent Assembly (Con-Ass) to amend the Charter before the 2010 elections even without the consent and participation of the Senate, the convening of which will help pave the way for Gloria to stay in power forever and ever? Check and find out through the list below.*
‘Naming and shaming’ have long been part of the repertoire of citizens and their organisations to make their governments and the powers-that-be accountable for their acts and as a way to expose the ‘crimes of the powerful’, thereby paving the way for their prosecution.
If your district and party-list representatives are among the ‘con-asses’ (or ‘conniving asses’, ‘con-aswangs’, as others have put it), then they are among those who intend to commit a crime, that is, violate the Constitution.
If you agree with your representative’s action, well, I guess you are already looking forward to your ‘balato’ from the P20 million or so, which your ‘con-ass’ may be about to receive from ‘da gloria’s bounty’ (a.k.a booty from the national treasury).
And while you’re at it, why not also ‘assist’ your representative be his/her mercenary best? Why not suggest to your ‘con-ass’ to go for a higher price? Isn’t P20 million a bit cheap for such a huge deal, especially since it involves ‘da gloria’s’ political survival and escape from criminal prosecution, apart from your con-ass’ too? This can only mean a bigger ‘balato’ for you!
But if you disagree with your ‘con-asses’, then tell them so, and do something about it. Write them, call them, challenge them. Make your voice heard. Organise and join petitions, citizen assemblies and protest rallies. Pressure your ‘con-ass’ to act and withdraw the resolution and to repulse further moves by their fellow ‘con-asses’ to convene an illegal assembly that intends to subvert the sovereign will of the Filipino people. Enjoin your family, relatives, friends, neighbours, classmates, co-workers, various clubs and associations to do the same.
Protest rallies staged in the capital centres and press statements issued to the media are important but are not enough.
District and party-list constituents should be able to make their representative truly represent their will and interests, which, in this case, are: NO to a constituent assembly, the holding of free and fair national and local elections in 2010 under the presidential and bicameral system as stipulated in the 1987 Constitution, and ensuring that ‘da gloria’ does not do a Marcos and stay a minute longer in Malacanang by June 2010.
If Filipinos are able to successfully put pressure on their representatives to stop being ‘con-asses’ and instead abide by the Constitution, then it will close one important avenue through which those in power are trying to pull off the ultimate con, that is — ‘da gloria is yours not only now, but now AND forever’.

Note: The list will be updated whenever new information comes in. The names of ‘con-asses’ who withdraw their support for the House Resolution will be crossed out but will remain on the list. Keeping their names on the list is a way to monitor the changes that are happening in the behaviour of the House representatives.

1 (9th June) According to the report at abs-cbn news on 9th June:
‘Tarlac Rep. Monica “Nikki” Prieto-Teodoro withdrew her signature on May 19, according to a certification signed by bills and index service director Victoriano Caoile.
‘The certification also showed that Camarines Sur Rep. Luis Villafuerte, who had initiated the resolution, withdrew his signature on June 2, the same day HR 1109 was approved in plenary through viva voce voting’.


How do voters shame the “shameless?” Cory’s message to the rallyists in Makati against the Con-Ass said it perfectly, “shameless abuse of authority” by Arroyo and her minions. What kind of pressure will make these politicians do otherwise? “Naming and shaming” may not be enough.
